GOOD GOVERNANCE & INSTITUTIONAL BUILDING
Unfortunately, insecurity, weak governance, and corruption continue to hinder progress in Somalia. For nearly three decades, incompetent leadership and political bickering have destroyed the hopes and aspirations of the Somali people. Instability and a continued lack of economic development have further deteriorated an already failing infrastructure.
BUILD A STRONG UNITED SOMALIA
The Gurmad-led government will be committed to good governance and to building strong institutions. Gurmad will build a strong, vibrant, and united Somalia—a nation whose citizenry lived by the mantra enshrined in our national anthem—“Soomaaliyeey Toosoy, Toosoy isku Iiirsadayey.” We believe that it is the reclamation of the spirit in these words that holds the key to Somalia’s rejuvenation. Moreover, it is with this conviction that Gurmad Party (Rescue Party) was found (Rescue) with the aspiration of bringing Somalia back to its rightful place in the world stage.
POLICY & SERVICES
The legitimacy and effectiveness of a government emanate from the expression of the popular through policy and the delivery of services through the implementation of public policies. Policies are developed—translated into laws and regulations, and administrative rules—and implemented by capable institutions. Therefore, capable and functioning institutions are necessary for a viable state.
The institutional, organizational, and human resources capacities of our institutions are at best rudimentary. They lack basic capacities to develop policies and regulatory frameworks, ensure coordination and coherence, and implement laws and annual work plans.
Rebuilding broken and dysfunctional institutions will not be easy but it is a challenge that we must face. To address these serious challenges, we intend to:
- Select a Prime Minister that shares our sense of priorities and commitments
- Establish a dedicated Ministry for institution building and Diaspora affairs to underscore the importance of creating functioning institutions and recognize the role Somalia Diaspora must play in this endeavor.
- Re-purpose the line ministries and delineate their mandates to ensure their fitness for our current context and alignment with the National Development Plan as well as with our key priorities.
- Create independent boards to coordinate cross-cutting governance and development priorities.
- Establish a high profile Diaspora Affairs Bureau within the new ministry to enlist the recruitment and return of skilled Diaspora professionals so that they can contribute to the rebuilding efforts of these institutions.
STRONG BUILDING INSTITUTIONS – STATE & PEACE BUILDING
To support the Somali State and peace building initiatives, Gurmad led government will be committed to democratic governance process in state and peace building framework. Gurmad led government will impark a stake holder and public consultation at the national level to achieve Somalia that is vibrant, prospers, & democratic. We believe the current system that is based on unequivocally discriminatory “4.5 power-sharing formula” will not and cannot move Somalia forward in the 21st Century.
CHALLENGES & OBSTACLES
Gurmad let Government will identify challenges and obstacles to sustainable governance and peacebuilding in a shared vision and long-lasting solutions for state and peacebuilding for Somalia. Gurmad envisions a sovereign Somalia with secure borders and in harmony with its neighbors. Gurmad sets an agenda for visionary leadership that makes the best of the available diplomatic support and resources in order to put Somalia on the path of stability as a dignified sovereign state.
CRITICAL IMPORTANCE
Gurmad party believe in a genuine national unity. Our party will recognizes the critical importance of establishing an independent reconciliation commission made of Somali peacemakers, including women and marginalize communities from all sectors of the society and clans
GOOD GOVERNANCE
Gurmad led Government, transparency and good will be of high priority in all government institutions. Somalia is often associated with corruption, which undermines basic social values and principles. Such labeling has a significant implication for the people of Somalia and the nation as a whole. It will further impact the rule of law, governance, and trust in political institutions both at the national and international levels.
FIGHT AGAINST CORRUPTION
Gurmad led government will fight against corruption, cohesion, manipulation, and discrimination in the security and justice sector at every level. It will set a higher standard in formulating policies, legal frameworks, and accountability mechanisms to uphold integrity, transparency, and rule of law to ensure that the principles of human rights, respect, and dignity are applied in the Security and Justice sector to better serve the people of Somalia.
HUMAN RIGHTS LAW
Gurmad led Government will establish Somali Provisional and Somali Human rights laws in line with international human rights norms. Inadequate legal knowledge and political interference in judicial affairs lead to arbitrary and inconsistent rulings, which in turn decrease public trust and use of the statutory mechanism.
GURMAD LED GOVERNMENT WILL DO
To this end, Gurmad led government will :
✺ Build a fully functioning judiciary that is independent of political interference
✺ Fast-track the creation of Constitutional Court
✺ Promote the role of the Somali citizen in crafting laws and holding government accountable
✺ Ensure full participation of all citizens in election and referendums
✺ Prepare the country for free and fair one-person one-vote elections in 2025
